Expert team members gather to discuss annual work and future plans

The national labor insurance industry expert committee convened the annual meeting of the expert committee in Yantai, Shandong Province on August 9 to 11, 2011. Attendance at this year’s conference included representatives of 50 expert committee members and expert committee members from all parts of the country. Chen Lejing, general manager of Shanghai Anbang Industrial Development Co., Ltd., served as a member of the expert working group for safety shoes (boots) and attended the annual meeting.

The annual plenary meeting of the Expert Committee was held on the morning of August 9. On the rostrum were the chairman of the expert committee, Yu Yuenan, chairman of the Health and Safety Protection Products Committee, deputy director of the expert committee, Yang Wenfen, director of the National Labor Protection Products Quality Supervision and Inspection Center, deputy director of the expert committee Wang Wanqi, consultant Qi Qiyuan, China Textile Commerce Association. Deputy secretary-general, Shi Yan, head of the industry's second department, Chen Haida, secretary general of the expert committee, and Gao Fei, deputy secretary general of the expert committee.

The meeting was chaired by Secretary-General Chen Haida. On behalf of the committee of experts, Yu Yuenan’s representative committee made a preliminary summary of the work carried out by the expert committee in the past year and proposed an implementation plan for the next step. In summing up the work of the Committee of Experts in the past year, Director Yu Yuenan spoke about the four aspects of the work carried out:

(1) Since the establishment of the expert committee two years ago, it first seized the basic work of launching industry surveys and proposing industry development reports. This work is the first time that the association has launched this work since its establishment 20 years ago. With the efforts of the expert committee, a report on the development trend of China's hard hat market was released in 2010; a report on the development trend of China's safety footwear market was released in 2011. The birth of these two industry survey reports embodies the energies and efforts of many expert committees of the expert committees, especially helmets, belts, and safety shoes (boots). On the basis of conducting a large number of market surveys, a number of symposiums were held. The working committee held a special meeting to review the report verbatim, and especially carried out argumentation on several important data from various aspects, thus making the two development reports more comprehensive. It reflects the status quo and development of the product, and it also has practical reflections and forecasts on existing problems and market development.

(2) Many experts can promptly report to the relevant departments on how to implement the national quality standards for protective products and the problems that exist in the implementation of certain standards. (C) The formulation of standards for labor protection supplies has entered the work of the Committee of Experts, and from the plan to the beginning of implementation, the Committee of Experts has submitted to the Individual Protection Standards Committee the drafting of a national standard for the preparation of emergency showers and has been obtained. It is agreed that the Association will submit a standard proposal for inclusion in the standard plan for labor protection products.

(D) give full play to the wisdom of the Expert Committee, many experts in product development, testing equipment development also has a number of progress. For example, some expert committee members considered that the "self-priming filter particulate respirator" standard lacks the "use time" standard. Some expert committee members developed an intelligent dust mask tester.

When talking about the current and future work of the Committee of Experts, Director Yu Yuenan put forward eight requirements:

(I) Do a good job in the third industry development report, a report on the development trend of the dust-proof and poisonous mouth mask market. It is necessary to submit a preliminary draft of the report after a large number of investigations to the production companies, distributors, and users of the product, and publish it after the approval of the oral mask work committee.

(II) Actively participate in the preparation (repair) of all types of protective articles standards. The Association shall promptly propose the standards for emergency showers and eye washers, establish a standards drafting working group and carry out drafting work. We will also propose proposals for products that have not yet established standards.

(3) Prepare and publish professional books on Occupational Health and Individual Protection in China. This is an occupational disease prevention professional book edited and published by the Safety and Health Protective Products Committee and edited by the expert committee consultant Qi Jiyuan. The publication of this book will not only enable our operators and users to understand the seriousness of harmful substances such as dust and other harmful substances on the human body, but also reflect the association’s attention and concern for occupational safety and health.

(4) To carry out the signing and promotion of enterprise scientific research results organization experts. The expert committee will review, sign and extend the new scientific research results such as new products and testing equipments that the company requires.

(e) continue to do a good job in the industry recommended brand work. The association will review 31 brands and 33 brands that received the industry recommendation brand in 2009. At the same time, it will initiate the second batch of national labor insurance industry recommendation brand review.

(6) Do a good job of publicizing the new "Implementation Rules for Production Licenses for Special Labor Protective Products". The General Administration of Quality Supervision, Inspection and Quarantine issued on January 19, 2011 issued “Implementation Rules for Production Licenses for Special Labor Protective Appliances” to determine the special labor protection articles to be included in the license management. There are 32 product units and 90 product varieties, 196 Specifications. The varieties specified in this implementation rule are much larger than the original ones. Therefore, we need to carry out publicity, study, and implementation.

(VII) Actively participate in the revision of the National Classification of Occupational Classifications. According to the requirements for the preparation of the National Classification of Occupational Classifications, the China Business Confederation will be responsible for the revision of the commercial services section and be responsible for proposing new occupations in the field of business services. Taking into account the importance of the products operated by the labor insurance industry, the association will participate in the preparation of the canonization of job classification in the labor classification industry.

(8) Do a good job of supplementing and adjusting the members of the expert committee. Since the establishment of the Committee of Experts for two years, most of the expert committee members have been able to carry out their work seriously and actively participate in the activities of the expert committee. However, there are also a few units. Although individual members did not participate in the activities even though they accepted the letters of appointment, according to the rules of the work of the committee of experts, they would not participate in normal activities for two consecutive years without justification and may be considered as automatic dismissal. Therefore, through the deliberation of the current annual meeting, some members will be included in the list of dismissals. At the same time, considering the enterprises that have joined the conference in recent years, there are some companies that have scale, strength, development ability, and service spirit for the industry. Bring these representative companies into the expert committee. At the same time, with the development of the labor insurance industry, the former working committee could not include all labor and defense supplies. For this reason, it is proposed to set up a working committee separately for the varieties that cannot be classified, and the name is designated as 'special equipment working committee'. At the plenary session, deputy directors Yang Wenfen, Qi Qiyuan consultant, and Wang Wanqi, deputy director, made statements.

On the afternoon of August 9, the expert committee conducted a group discussion. The Committee of Experts held a lively discussion around the work of the expert committee. During the discussion, everyone agreed with the book “China Occupational Health and Individual Protection” edited and published by the association. It is believed that this is in line with China’s “12th Five-Year Development Plan” which calls for the prevention of major occupational hazards such as dust and highly toxic substances. A useful job has been done. Many companies actively participate in the preparation of the work, and make contributions to fully support this work. Participating in the National Work Classification Dictionary work, the Expert Committee members of the Commercial Circulation Work Committee expressed a strong interest. They believed that labor protection supplies are an important industry and should have a place in the national occupational classification. They all expressed that they would work hard to do industry surveys. The group discussions throughout the afternoon did not end until dinner was about to begin.

The annual meeting of the 2011 Committee of Experts was successfully completed with the active participation of the expert committee members. Just as Yu Yuenan said at the time of summing up this meeting, this year’s expert committee has been very successful, and everyone’s speeches have rushed around and centered on the central theme.
