State Grid Corporation of China issued the "Opinions on Doing a Good Job in Grid-connected Services for Distributed Photovoltaic Power Generation (Temporary)" on the 26th. The comments will be officially implemented on November 1. The opinions are clear. For the power generation projects with a total installed capacity of no more than 6 MW and a voltage level of 10 kV and below connected to the grid, the State Grid is exempt from service fees, system backup fees, and is responsible for distributed PV access. The transformation of the public power grid and the access to the public power grid are all invested by the grid companies. Shu Yinyu, deputy general manager of State Grid Corporation, said that according to the calculation, the total installed capacity of a single grid connection point does not exceed 6 MW, covering all roof and photovoltaic building integration projects. The opinion pointed out that the grid enterprises provide the whole process of access system solution formulation, grid connection detection and debugging for the owners of distributed photovoltaic power generation projects, and no fee is charged. Support distributed photovoltaic power generation to decentralize access to low-voltage distribution network, allow surplus power to access the Internet, and power grid enterprises purchase surplus power in full according to national policies, and the power of the upper and lower networks are separately settled. Distributed photovoltaic power generation projects are exempt from system backup fees. Shu Yinxi said that the direct integration of distributed PV into the distribution network poses a challenge to the management of the grid. The State Grid is organizing scientific research and design units to compile the "typical design of distributed photovoltaic power generation access systems", which will be released soon. As of September 2012, the grid-connected capacity of photovoltaic power generation in the State Grid Corporation's operating area was 2.71 million kilowatts, a year-on-year increase of 4.2 times. The power generation capacity was 2.52 billion kWh, a year-on-year increase of 5.4 times. It has agreed to connect to the grid and build a photovoltaic power generation project of 1.26 million kilowatts.
