New Rules for Infant Milk Powder Procurement: Melamine Batch Inspection

The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) recently issued the “Detailed Rules for the Examination of Licensing Requirements for Infant Formula Milk Formulations (2010 Edition)” for comments, which clearly stipulates that the purchase system should ensure that raw milk and raw milk powder purchased are tested for melamine in batches. It is reported that AQSIQ will hold a hearing on the 20th of this month.

According to the draft, the company’s procurement system should ensure that raw materials and accessories comply with the relevant national food safety standards, local standards, and corporate standards, and prevent companies from using animal protein or other non-edible raw materials other than milk or dairy products. The product is used as a raw material for production. The procurement system should ensure that the purchased raw milk and raw milk powder are approved for melamine inspection.

After the "Sanlu milk powder" incident, melamine milk powder continued to emerge in the past two years. According to the survey, some companies or individuals have sealed milk powder in the warehouse instead of directly destroying them, causing criminals to once again put these powdered milk into the market for profit. This also forced the General Administration of Quality Supervision, Inspection and Quarantine to make more stringent regulations in the production of infant formula.
