"In November, most of the country's temperature was higher than the historical period, the heating load was not fully released, and the increase in power demand continued to decline due to the higher base last year," a report from the State Grid Corporation Energy Research Institute pointed out.
It is worth noting that the change in electricity consumption growth is consistent with the development of the economy, especially the industry. According to data released by the National Bureau of Statistics on the 14th, in November 2017, the added value of China's industrial enterprises above designated size increased by 6.1% year-on-year, and the growth rate dropped by 0.1 percentage points from October. The growth rate of industrial added value has fallen for two consecutive months. From January to November, the added value of China's industrial enterprises above designated size increased by 6.6% year-on-year.
Jiang Yuan, senior statistician of the Industry Department of the National Bureau of Statistics, pointed out that in November, China's industrial production growth rate continued to remain within a reasonable range, and the production structure continued to be optimized. Among them, as a major consumer of electricity, the growth rate of high-energy-consuming industries has dropped at a low level. In November, the added value of the six high-energy-consuming industries increased by 2% year-on-year, the growth rate was 4.1 percentage points lower than that of all industries above designated size, 0.9 percentage points lower than that in October, and the structural adjustment process of high-energy-consumption and high-pollution industries accelerated.
According to the report of the Energy Research Institute, in December, the lower temperature caused the heating load to be fully released, and the industrial electricity consumption was affected by the air pollution control. The total electricity consumption in the whole month was expected to increase by about 5.0%. It is estimated that the whole society's electricity consumption will increase by about 6.3% year-on-year.
