This includes traffic consumption, device usage, and content engagement, with the overall share of information consumption in total consumer spending expected to rise significantly as ICT convergence continues.
China is currently at an early stage of integrating consumer upgrades with broader trends like informatization, industrialization, urbanization, and agricultural modernization. This means that the country's information consumption sector is still in its infancy but holds strong potential for growth. The areas of data flow, devices, and content are still in the early phases of rapid expansion, with no immediate risk of oversupply. In the short term, the foundational network infrastructure supporting these services is also unlikely to face overcapacity.
According to surveys, in 2012, the smart device penetration rate in China was around 16%, compared to about 45% in developed countries. This gap highlights the vast room for growth in China’s information consumption market. Urban households should achieve a broadband access speed of 20 Mbps, with some cities aiming for 100 Mbps, while rural households must reach at least 4 Mbps. The coverage of broadband in administrative villages should reach 95%.
Smart city development is progressing rapidly, and the opinions have outlined seven key areas to guide the expansion of domestic demand. These include national policy support, infrastructure development, smart cities, the Internet of Things, cloud computing, smart security, intelligent transportation, and smart homes. Opportunities in these sub-sectors are expected to grow steadily. Concepts like cloud computing, big data, and mobile monitoring—currently gaining traction in the security industry—are also emphasized in the document.
Specifically, the opinions highlight the importance of smart security, intelligent transportation, and smart homes as key directions for future development. Strengthening basic network infrastructure benefits the security industry, especially video surveillance providers. As network speeds increase, high-definition video will play a bigger role in smart city projects, and mobile video surveillance systems are set to become a major growth area.
Among the key points related to the security industry, the opinions call for promoting 4G license issuance, accelerating the integration of the three networks, and expanding their nationwide rollout. They also encourage the “Information for the People†project, promote health cards and financial IC cards in public services, and support pilot smart city projects. The full promotion of triple-play services and 4G technology is expected to bring significant changes in video surveillance transmission.
