In order to promote the implementation of the "Science and Technology" strategy, mobilize social forces to participate in safety production and scientific research, and further strengthen the ability to prevent and contain serious accidents, the State Administration of Safety Supervision decided to carry out the collection of key technical and technological projects for the prevention and control of major accidents in safety production in 2014. . The relevant matters are hereby notified as follows:
First, the scope of collection
Focusing on the research direction of the 2014 Safety Science and Technology Key Guide (Science and Technology Letter of the General Administration of Safety Supervision [2014] No. 71), it is closely related to the collection and prevention of production safety accidents, the improvement of safety supervision and supervision level and emergency rescue capability. Science and technology projects.
Second, the collection procedure
(1) Unit declaration. Research institutes, universities, enterprises and other units voluntarily declare and report the materials to the provincial-level safety supervision bureau or the provincial-level coal mine safety supervision bureau. The central enterprises, the research institutes directly under the ministries and commissions, and the projects directly under the Ministry of Education directly under the Ministry of Education shall submit the application materials to the scientific and technological management institutions of the unit.
(2) Recommended in the first instance. The provincial safety supervision bureau, the provincial coal mine safety supervision bureau and the central enterprises, the scientific research institutes directly under the ministries and commissions, and the science and technology management institutions directly under the Ministry of Education shall conduct preliminary examination of the application materials and make recommendations.
(3) Expert review. The State Administration of Safety Supervision organizes experts to review the recommended projects and publicize the results.
(4) Announcement of selection results. The State Administration of Work Safety will announce the key technology projects for the prevention and control of major accidents in production safety in the relevant media.
Third, the application procedure

(1) The operating procedures of the reporting unit.
1. Registration. The reporting unit will register on the website (see the website description for the corresponding requirements).
2. Fill in the application materials online and upload the “Proposal for Key Technology Projects for Safe Production Major Accident Prevention and Control in 2014†(hereinafter referred to as the “Project Proposalâ€, which can be downloaded from the website) in the form of an attachment, and submit it online after confirmation. To the recommended unit.
3. Directly generate and print the “Project Proposal†on the Internet, and send it to the recommendation unit for review and seal.
4. The reporting unit shall fill in the relevant contents of the Project Proposal truthfully and in detail, and the paper materials shall be consistent with the materials submitted online. A copy of the relevant documents, certificates, certificates and other materials submitted by the reporting unit shall be stamped with the official seal of the reporting unit and sent to the recommended unit for review and seal.
5. The same item may not be declared repeatedly.
(2) Recommend the unit operation process.
1. The recommended unit shall accept the application materials submitted by the reporting unit online, and carefully check and review, and submit the recommended items through the preliminary examination online.
2. The recommended unit shall strictly review the application materials submitted by the reporting unit to ensure that the recommended items meet the reporting requirements.
3. The recommended unit will submit the recommended items online before 18:00 on August 15th, and will be stamped with the “Project Proposal†and the “2014 Key Technology Project for Safe Production Major Accident Prevention†before August 20th. The summary table (which can be directly exported by the system) 2 copies of the paper materials and 1 recommendation letter are sent to the China Safety Production Association.
