The National Coal Mine Safety Supervision Bureau recently issued a notice highlighting serious issues found in 97 coal mine appraisal reports. According to the announcement, the bureau conducted a comprehensive self-examination of eight coal and gas outburst certification bodies since 2011, uncovering significant irregularities in the qualification reports of these mines.
One major concern is that some coal companies have manipulated the scope of their appraisal assignments, deliberately limiting the assessment to less hazardous or shallow coal seams. In some cases, companies even interfered with the appraisal process by tampering with monitoring equipment, drilling around measurement points to lower gas pressure, and reducing gas pre-drainage efforts—methods designed to artificially influence the results and make the mines appear safer than they are.
The notice also pointed out that certain appraisal agencies failed to follow the "Provisional Measures for the Assessment of Coal Mine Gas Levels" properly. This led to inaccurate placement of measurement points, which did not effectively reflect the actual risk levels of the coal seams. As a result, some reports lacked clear conclusions about whether the mines were at risk of outbursts or not, making it difficult for authorities to make informed decisions.
To address these issues and prevent potential gas-related accidents, the National Coal Mine Safety Supervision Bureau has mandated several corrective actions. First, the 97 affected mines must either be reorganized or directly classified as high-risk areas. Second, all appraisal work must be re-done, with the new results reviewed and approved by provincial coal industry management departments before being accepted. Third, if the re-assessment is not completed within six months of the notice, the mines will automatically be designated as high-risk.
