The National Coal Mine Safety Supervision Bureau recently issued a notice revealing that 97 coal mines have been found to have serious issues in their gas outburst appraisal reports. This discovery was made during a comprehensive self-inspection conducted by the bureau, which involved eight coal and gas outburst certification bodies since 2011.
According to the official notice, the main issue lies in the fact that some coal companies intentionally limited the scope of the appraisal work. Instead of conducting full assessments, they commissioned agencies to evaluate only shallow or less dangerous gas-prone seams. In some cases, companies even manipulated the results by interfering with monitoring equipment, drilling around measurement points to lower gas pressure, or artificially reducing gas pre-drainage in certain areas. Such actions undermined the accuracy and reliability of the appraisal outcomes.
Furthermore, the notice highlighted that some of the appraisal agencies failed to follow the "Provisional Measures for the Assessment of Coal Mine Gas Levels" properly. They did not set up accurate measurement points or collect representative coal samples, leading to conclusions that could not be used to determine whether a coal seam was prone to outbursts. In several instances, the reports lacked clear judgments on the status of the mines, creating confusion and risks.
To address these concerns and prevent potential gas-related accidents, the National Coal Mine Safety Supervision Bureau has imposed strict requirements on the 97 affected mines. First, these mines will either be reorganized or classified as outburst-prone. Second, the appraisal process must be redone, and the results must be reviewed and approved by provincial coal industry authorities before being accepted. Third, if the re-assessment is not completed within six months from the date of the notice, the mines will automatically be labeled as outburst-prone.
