A proactive approach is necessary to minimize both the generation and propagation of noise. This includes implementing engineering solutions at the source and along the transmission path. The third principle emphasizes that, under technically and economically feasible conditions, priority should be given to active noise control measures to ensure a better outdoor acoustic environment. These structures are particularly vulnerable to noise impact, and their protection is critical for public health and well-being. Therefore, the fourth principle in traffic noise management is to "adhere to the people-oriented approach and prioritize the protection of noise-sensitive buildings." This ensures that noise control efforts align with the needs of the community and promote a healthier living environment.
