Development and Reform Commission announced in 2011 energy saving

On December 25, the National Development and Reform Commission (NDRC) released its annual assessment on energy-saving performance across China's provinces and autonomous regions for 2011. The report highlighted that while some areas met their energy-saving targets, many lagged behind the progress needed to achieve the broader goals set under the "Twelfth Five-Year Plan." Among the provinces that completed their annual targets but were behind in long-term progress were Inner Mongolia, Liaoning, Jiangsu, Fujian, Jiangxi, and Guangdong. Meanwhile, Zhejiang, a major economic province, stood out as one of the regions that failed to meet its goals, drawing particular attention due to its economic significance. The evaluation was conducted by the NDRC in collaboration with relevant State Council departments. It involved on-site assessments and reviews of each region's energy-saving achievements and implementation of energy conservation measures. Based on the results, the provinces were categorized into four groups: those that exceeded their targets, those that met them, those that achieved annual goals but fell short of the Five-Year Plan’s pace, and those that did not meet their targets at all. Provinces that overachieved included Beijing, Tianjin, Hebei, Shanxi, Shanghai, Shandong, Henan, Hubei, Sichuan, and Guizhou. Regions that successfully completed their annual targets were Jilin, Heilongjiang, Anhui, Hunan, Guangxi, Chongqing, Yunnan, and Shaanxi. However, several provinces—such as Zhejiang, Hainan, Gansu, Qinghai, Ningxia, and Xinjiang—failed to meet their energy-saving goals. Notably, Qinghai did not reach its target due to the impact of the Yushu earthquake, which disrupted normal operations and increased energy demand. According to Yu Cong, director of the Energy Efficiency Research Center at the NDRC, Zhejiang's failure to meet its energy-saving goal in 2011 was partly attributed to the implementation of large-scale national energy projects, especially in Ningbo. These projects, particularly in the petrochemical sector, led to a significant rise in energy consumption. Despite this, it is worth noting that Zhejiang managed to achieve its GDP energy intensity reduction target for 2011. However, its progress toward the overall "Twelfth Five-Year Plan" energy-saving goal remained far behind, with only 38.58% completion compared to Beijing's leading pace. Han Xiaoping, Chief Information Officer of China Energy Network, pointed out that Zhejiang's low base made it more challenging to meet energy-saving targets, especially in regions with lower energy consumption. He added that since there are relatively few energy-intensive industries in Zhejiang, achieving these goals becomes even more difficult. Under the "Twelfth Five-Year Plan" Comprehensive Energy Conservation and Emission Reduction Work Plan, the government aims to combine the achievement of five-year targets with annual assessments. This year, slower macroeconomic growth contributed to a significant drop in emissions per unit of GDP. However, with stricter national policies expected in the coming years, the pressure on regions to meet energy-saving targets may increase further.
