According to Hebei News Network, the National Energy Administration and the State Administration of Coal Mine Safety recently released the "Notice on Doing a Good Job in Eliminating Backward Capacity in the Coal Industry in 2013." The notice outlines plans for Hebei Province to shut down five coal mines this year, with an overall reduction of 3 million tons of outdated production capacity. The progress will be publicly announced on the provincial government’s official website, allowing for transparency and social oversight.
In 2012, Hebei's coal enterprises produced 93.7889 million tons of raw coal, marking a modest 2.85% increase compared to the previous year. Despite this growth, the coal industry is facing several challenges, including declining recoverable resources, limited reserves, and difficulties in integrating smaller coal mines through mergers and acquisitions. To address these issues, Hebei has designated Kailuan Group and Jizhong Energy Group as key players in the restructuring process. These companies are actively working on resource integration, mergers, and technological upgrades for local mines. So far, over 150 small coal mines have been taken over, helping to establish a state-owned mining system dominated by large-scale operations.
This year, Hebei plans to continue its efforts in resource integration and industrial restructuring. It will focus on upgrading existing mines, improving technology, and enhancing resource exploration. The goal is to promote more efficient and sustainable production, while also accelerating the development of deeper and newly discovered coal reserves. Additionally, the province aims to further consolidate and reorganize local coal mines to create a more stable and competitive industry structure.
As part of these ongoing reforms, the government is emphasizing the importance of long-term planning and environmental responsibility. By streamlining operations and investing in modernization, Hebei aims to ensure the coal sector remains viable and aligned with national energy goals.
