In a recent report, the Environmental Protection Department of Heilongjiang Province revealed that the province will no longer approve new projects in high-pollution and energy-intensive industries such as steel, cement, flat glass, and electrolytic aluminum. This decision aims to prevent further environmental degradation and reduce the negative impact on public health and ecosystems.
The newly issued "Heilongjiang Province Air Pollution Prevention and Control Action Plan Implementation Rules" outlines ambitious goals for 2017, including a significant reduction in total atmospheric pollutant emissions, the elimination of heavy pollution weather events, and a decrease in inhalable particulate matter (PM10) levels compared to 2012. These targets reflect the province's commitment to improving air quality and promoting sustainable development.
Currently, in the urban areas of Harbin, new high-pollution projects—such as thermal power plants, building materials factories, coking facilities, non-ferrous metal smelters, petrochemical plants, and chemical industries (excluding cogeneration)—will not be approved. Existing projects are expected to gradually relocate outside the city to minimize their environmental impact.
Additionally, the provincial government has emphasized that all relevant departments must strictly enforce environmental impact assessment (EIA) reviews. Projects that fail these assessments will not be approved, and certain new energy-intensive and polluting industries will face restrictions or be blocked altogether. This approach underscores the province’s determination to balance economic growth with environmental protection.
With these measures in place, Heilongjiang is taking concrete steps toward a cleaner, healthier future for its residents and the environment.
