In 2005, the Yunnan Provincial Fire Corps, in collaboration with the Provincial Bureau of Quality Supervision and the Administration for Industry and Commerce, introduced the Yunnan Provincial Fire Protection Product Supervision and Management System. This initiative clearly defined the responsibilities of different departments: the quality supervision department was tasked with overseeing fire products in the production sector, while the industry and commerce authorities were responsible for monitoring them during the distribution phase. Meanwhile, public security fire control agencies focused on ensuring proper usage of these products. To further strengthen oversight, the Yunnan Corps also established three key systems: the fire product registration system, the market access verification system, and the spot inspection system.
To support these measures, the Yunnan Corps developed a comprehensive online management system that tracks information about each batch of fire-fighting products across the province. This includes details such as product flow, brand, model, quantity, and location, ensuring full transparency and traceability. In 2013, during a major fire product inspection campaign, 225 batches were tested, with only 13 found to be non-compliant, resulting in a pass rate of 94.3%.
"Unqualified fire protection products will be strictly punished according to the law, without any tolerance," said Yuan Daoxuan, Deputy Director of the Fire Prevention Department at the Yunnan General Corps. The Yunnan Provincial Fire Corps has maintained close cooperation with local quality supervision, industry and commerce, and public security departments to conduct joint operations targeting all stages of fire product manufacturing, sales, and use. These efforts aim to eliminate counterfeit and substandard fire-fighting equipment throughout the supply chain.
According to official statistics from 2013, a total of 14,203 units of fire protection products were inspected in Yunnan Province. As a result of identified issues, 1,157 cases were ordered to be corrected, and 256 administrative cases related to fire-fighting products were investigated and handled, leading to fines totaling 1.87 million yuan. This year, Yunnan Fire has continued its efforts, inspecting critical items such as fire hoses, water guns, interfaces, emergency lights, and fire extinguishers. Local authorities have increased their investigations and penalties against unqualified products, and all cases meeting criminal filing standards have been referred to public security agencies for further action.
