On December 25, the National Development and Reform Commission (NDRC) released its assessment of energy-saving performance across Chinese provinces and autonomous regions for 2011. The report highlighted that while some areas successfully met their annual targets, many lagged behind the progress set by the "Twelfth Five-Year" Plan. Among those that exceeded their goals were Beijing, Tianjin, Hebei, Shanxi, Shanghai, Shandong, Henan, Hubei, Sichuan, and Guizhou. Meanwhile, provinces like Inner Mongolia, Liaoning, Jiangsu, Fujian, Jiangxi, and Guangdong completed their annual targets but fell short of the broader five-year objectives.
Zhejiang, one of China's most economically dynamic provinces, stood out as a major concern, having failed to meet its energy-saving target. Other underperforming regions included Hainan, Gansu, Qinghai, Ningxia, and Xinjiang. Notably, Qinghai did not meet its goal due to the impact of the Yushu earthquake, which disrupted normal operations and increased energy demand.
The NDRC, in collaboration with the State Council’s relevant departments, conducted on-site evaluations to assess how well each region had implemented energy-saving measures. Based on these assessments, regions were categorized into four groups: over-fulfilled, fulfilled, partially fulfilled, and unfulfilled.
Yu Cong, director of the Energy Efficiency Research Center at the NDRC, explained that Zhejiang's failure was partly due to the implementation of large-scale national energy projects, particularly in Ningbo, where petrochemical projects significantly boosted energy consumption. Despite this, Zhejiang managed to achieve its GDP energy intensity reduction target, though its progress toward the "Twelfth Five-Year" Plan remained far behind the fastest-performing regions like Beijing, which had achieved 38.58% of its target.
Han Xiaoping, Chief Information Officer of China Energy Network, noted that Zhejiang’s low starting point made it more challenging to meet ambitious energy-saving goals. With fewer energy-intensive industries compared to other provinces, the province faced unique difficulties in reducing energy use further.
Looking ahead, the "Twelfth Five-Year Plan" emphasizes integrating annual targets with long-term goals, ensuring continuous monitoring and adjustments. Although 2011 saw a significant drop in emissions per unit of GDP due to slower macroeconomic growth, the pressure on energy-saving targets is expected to increase in the coming years as stricter policies are enforced nationwide. This trend highlights the need for more targeted and sustainable energy management strategies across all regions.
