New standards for pesticide emissions are expected to be introduced

On May 13th, the 3rd China Hazard Industry HSE High-Level Seminar, organized by the China Pesticide Industry Association, took place in Shanghai. The event focused on the development of water and air pollution emission standards for the pesticide industry. Participants agreed that these new standards will play a key role in phasing out outdated production methods, promoting energy efficiency, and encouraging green manufacturing. However, several challenges remain during the standard-setting process, with the most pressing issue being the difficulty in achieving consistent emission levels across different regions, which has raised concerns among companies. Hu Linlin, deputy director of the Environmental Standards Research Institute under the Ministry of Environmental Protection, outlined the main issues in the current water pollution discharge standards. He pointed out that the indirect emission limits (three-level values) are too broad, while the standards for COD (chemical oxygen demand) and other key indicators are overly strict. Additionally, the coverage of specific pollutants is limited, and some of the data on pesticide production yields is outdated. Other problems include the incomplete coverage of existing 10 standards, imperfect monitoring methods, lack of comprehensive toxicity indicators, and the absence of provisions for indirect emissions from industrial parks. Furthermore, the control standards for pollutants in blending and formulation stages are not adequately addressed. Hu mentioned that the new standards will be open for public comments by the end of this year, followed by an administrative review in 2016, with an expected official implementation in 2017. Liang Xingyin, Secretary-General of the Environmental Technology Standards Research Committee, presented the framework for the air pollutant emission standards in the pesticide industry. He emphasized that the goal is to reduce atmospheric emissions, including particulate matter, volatile organic compounds, odorous gases, and toxic gases, thereby lessening their impact on haze and ambient air quality. This initiative is expected to drive industrial restructuring and encourage a more competitive and sustainable market. The new standards will cover emissions from all stages of pesticide production, including raw materials, intermediates, formulations, storage, and packaging. Existing enterprises will have a two-year transition period, while new ones must comply immediately. Data collection, analysis, sampling, and testing are currently underway, with the final "Pesticide Industry Air Pollutant Emission Standard" expected to be announced by the end of 2014. The introduction of air pollutant emission standards in the Chinese pesticide industry has drawn significant attention from participating companies. Many are concerned about whether the new standards will be too stringent and if their current treatment systems can meet them. While representatives acknowledged that setting such standards is a natural progression for the industry, they also highlighted the difficulties in collecting exhaust gas samples due to numerous uncontrollable variables, making it hard to establish a unified benchmark. Moreover, many companies feel their current testing equipment and methodologies are insufficient to handle the new requirements. Experts from the Ministry of Environmental Protection stated that foreign standards will serve as a reference, and most Chinese companies will be involved in the drafting process. The ultimate goal is not to hinder business growth but to foster a healthier, more sustainable pesticide industry in China.
