In order to ease the contradiction of electricity prices, improve the electricity price structure, and promote the development of renewable energy, the State Electricity Regulatory Commission and the National Energy Administration decided to adjust the electricity price level appropriately. The relevant matters are hereby notified as follows:
I. Adjusting the on-grid price of power generation enterprises (1) In order to reasonably reflect changes in coal-fired power plant investment, coal price, coal consumption, etc., properly adjust and adjust the on-grid price level of coal-fired units. The on-grid electricity price of coal-fired units in Shaanxi, Gansu and Qinghai provinces was raised by 1.2 cents, 0.5 cents and 1.5 cents per kWh. (3) Due to the large changes in the policy environment for the development of hydropower projects, the newly-built hydropower has suspended the implementation of the hydropower benchmark price approved by the Commission. The on-grid price of the Laxiwa Hydropower Station in Qinghai Province was temporarily implemented at 0.23 yuan per kWh.
(4) It is approved that the temporary settlement price of the Ningxia Hanas Natural Gas Thermal Power Plant is 0.5058 yuan per kWh. The on-grid electricity price of Gantou Provincial State-owned Investment Bank of China and the Datang Jingtai Wind Farm was executed at the bid price.

Second, rationalize the relationship between power-on price and sales price of power generation enterprises. In August 2008, the increase in on-grid tariffs of national thermal power generation enterprises affected the increase in electricity purchase costs of power grid enterprises, and adjusted the sales price to be diverted.

V. In order to gradually improve the trans-provincial cross-region power transmission price mechanism, the increase in the sales price of Shaanxi, Gansu, Qinghai and Ningxia includes the transmission price of the Northwest Power Grid Company of 0.08 cents per kWh.

Among them, the power consumption of power users after November 20th can be determined by multiplying the average daily electricity consumption in the corresponding meter reading cycle by the number of days that the adjusted electricity price should be executed.
9.
